After perestroika in the Soviet Union there is a total collapse of the Soviet system, which leads to chaos in the country. The protagonist of the film, a foreign student, after graduation does not want to return to his country because of the military coup that took place there. But the Soviet government gave clear deadlines for him to leave the country.
The action takes place in Lwów (L'viv) on the eve of World War II. A former White Army officer (Vladimir Mashkov) after the defeat of the Whites in the civil war in Russia emigrated to Poland (Lwów was a Polish city at that time). The chief dream of his was to buy Alaska from the USA and to return it back to Russia.
In the new Russia, former middle class citizens find themselves out in the dumps. Literally. They build homes, elect their own government, work, beg, scavenge, date and fight all while living in a huge city dump.
